I received the e-mail from Ashood, Belford, Redding Rochville and Suffiedd University that based on my working experice and professional Licences, they award me a Doctor degree of Civil Engineering, and Almeda Universit award me a Master degree of Civil Engineering, since Almeda Universit doesn't offer PhD for Civil Engineer. In order to recieved Doctor degree of Civil Engineering Diploma, I have to pay $450 to $599 ( diffrent university have diffrent price). Could you guys tell me which university I should approach? If I paid money, will they mail me a Doctor degree of Civil Engineering Diploma?

This is the US Department of Education database for all of the accepted universities and Accreditation organizations that are recongized. Although these diploma mills say they are accedited, the reality is that no "real" organization considers them legit.

As for getting any kind of engineering degree from one of these fake schools. it is only worth the paper they print it on. You don't think the government is going to let just anyone stamp and sign blueprints to a bridge do you? After someone graduates from a real school, there is still a whole other process to becoming a P.Eng., similar to Lawyers doing the bar, doctors doing the res, etc.

More importantly, if you do get hired from a company, and they find out (even 10 or 20 years later) that you put on your resume that you have a degree which is a fake, you can be fired on the spot since lying on your resume or application is just cause.

So if you're going have a Ph.D in Civil Eng. explain bernoulli's equation to me, and calculate using example numbers.
